The Miami VA Healthcare System is recruiting a Register Nurse, Health Education Specialist. This position is located within the Education Service at the Bruce W. Carter, Miami VA Healthcare System, Miami, Florida. The RN Health Education Specialist provides direct resuscitation educational support stemming from a clinical base of experience in accordance with the Resuscitation Education Initiative. The major duties and responsibilities of the Registered Nurse, Health Education Specialist, are encompassed in the four (4) areas: Practice, Professional Development, Collaboration, and Scientific Inquiry. One of the primary duties and responsibilities of the RN Health Education Specialist is to serve as the Program Director, Resuscitative programs (BLS, ACLS, PALS) and as instructor faculty for a wide range of clinical simulation based training programs. Duties Include:
PRACTICE (Practice, Ethics, and Resource Utilization): Provides programmatic leadership in the application of the nursing process to patient care, organizational processes and/or systems, improving outcomes at the program or service level Leads and organizes delivery of resuscitation and clinical based education programs to assure continuity of patient care and peer accountability for practice Functions as an expert in clinical practice and or areas related to emergency resuscitation training Guides staff in the application of critical thinking and process improvement to improve overall patient outcomes Evaluates current practices to formulate outcomes for resuscitative and advanced clinical training outcomes in patient and or organizational processes Demonstrates leadership in patient advocacy, in protecting the health, safety and rights of patients as it relates to resuscitation training and education Maintains REdI program participant confidentiality, ensures application of facility policy to protect information from unauthorized release, loss, alteration or deletion Ensures staff comply with infection control practices, such as hand washing and wearing of appropriate personal protective equipment Demonstrates safe work practices, complies with safety rules and regulations for safe job performance and fire protection Ensures staff practice safe body mechanics, uses mechanical devices and/or requests help when needed in moving, or lifting, to prevent injury/damage to equipment, self or others Ensures employee participants follow appropriate standard operating procedures related to the equipment, devices and work practices that impact or have the potential to impact the environment PROFESSIONAL DEVELOPMENT (Education, Career Development, Performance): Maintains the standards required by their resuscitation certification (AHA and other as required) to include state Licensing Board and the ANA Scope and Standards of Practice for Nursing Professional Development Demonstrates excellent clinical practice and skills, problem-solving and decision making skills Applies educational standards and guidelines while demonstrating the ability to educate and train others in resuscitation skills and procedures Actively participates in the advancement of resuscitation education through contributions to knowledge development and education Maintains professional knowledge and skills based on currently published or communicated information Assesses educational needs to implement program or service-level practice changes Develops and implements an educational plan to meet the needs for self and other staff in a program or service Validates the overall interdisciplinary competencies and assesses the need for interventions of clinical simulation based training events Initiates and participates in orientation, center based in-services and mandatory education activities in a self-directed manner Actively participates in professional organizations Provides guidance and information on clinical issues of concern, based on evidence-based practice documentation Conducts simulation-based training for professional and paraprofessional personnel within the Simulation Center COLLABORATION (Collaboration, Collegiality): Consistently demonstrates effective communication skills and professional behaviors that promote cooperation and teamwork with internal and external customers Work Schedule: Mon-Fri 7:30 a.m. - 4:00 p.m.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. License: Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience/Education for the most highly qualified applicant includes: Preferred Education: Master's degree in nursing or related field with Bachelors in Nursing; or an MSN degree Preferred Certification: ACLS/BLS American Heart Association Provider Certification; ACLS/BLS American Heart Association Instructor Certification (required within 30 days of employment) Strong leadership, organizational and managerial skills with a broad experience in addressing clinical issues Minimum of two years of leading and organizing delivery of large health care system training and education (especially resuscitation training) Excellent interpersonal skills with demonstrated team building and problem-solving skills Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued, standing and sitting and must have the physical ability to perform the following job-related duties: light lifting (under 15 pounds); moderate carrying (15-44 pounds); reaching above shoulder, use of fingers; both hands required; walking (no more than one hour); standing (no more than two hours); kneeling (no more than 30 minutes); prolonged sitting (no more than four hours); repeated bending (one to two hours); both legs required; ability for rapid mental and muscular coordination simultaneously.
